  2. 2Notice of Race (NOR)The notation ‘[NP]’ in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).[DP]means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.1.RULES1.1.The event is governed by the rules as defined in The Racing Rules of Sailing.1.2.The schedule of events and the event itself remain subject to the requirements imposed by adjacent Countiesandthe Province of OntarioPublic Health, and the Georgian Bay Sailing Association and all competitors are required to comply with any public health guidelines in place at the time of the event.1.3.Therules of Performance Handicap Racing Fleetsystem using PHRF-LO Time-on-Time handicappingwill apply.1.4.Boats are recommended toconform with the WORLD SAILING OFFSHORE SPECIAL REGULATIONS –Monohull Cat 4 (January 2020).https://www.sailing.org/tools/documents/mo42021-[26831].pdf1.5.[NP] Boats shall have self-bailing cockpitsand lifelines. 1.6.[NP] Boats shall be equipped in accordance with the safety regulations of the country of registration.See the Safe Boating Guideby Transport Canadahttps://tc.canada.ca/sites/default/files/migrated/tp_511e.pdf2.SAILING INSTRUCTIONS2.1.The Sailing Instructions will be available and posted by July 1, 2023,athttp://georgianbayregatta.ca2.2.It is the responsibility of each skipper to check the online official notice board for changes prior to the event. This changes rule 90.2(c).2.3.Changes to the Sailing Instructions willbe announced by VHF radio channel 74 at the daily Skippers Meeting prior to racing.3.COMMUNICATION3.1.The online official notice board(ONB)is located at http://georgianbayregatta.ca3.2.All boats shall carry a VHF radio capable of communicating on channels 16,68,71, 74,plus a weather channel.3.3.On the water, the race committee will make courtesy broadcasts to competitors on VHF radio channel 74.3.4.From the first warning signal until the end of the last race of the day, except in an emergencyor withdrawing from a race, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.4.ELIGIBILITY AND ENTRY4.1.The event is open to mono-hull boatswith valid PHRFcertificates (except for Cruising Division) and meet all other requirements.
  3. 34.2.Each boatnot in the crusing divisionshall produce a valid PHRF-LO certificate at the time of registration. (Participants not having a certificate should contact their club PHRF-LO handicapper. If unaffiliated with a club, contact Ron Owston by email at ronowston@yahoo.com at least 3weeks before the start of the regatta for information on how to obtain one. There will be a $45.65fee levied by PHRF-LO for processing a certificate.)Cruising Division entrants are not required to have a PHRF-LO certificate and will be assigned a standard rating for their boat class.(Entrants are strongly encouraged to obtain a valid certificate.)4.3.A list of crew members and their contact information for the duration of the regatta shall be submitted at time of registration.4.4.Eligible boats may enter by completing the online form and paying the required feesby credit cardat http://georgianbayregatta.cabefore 2359h EDT July 12, 2023to be considered an entry in the event. 4.5.No late entries will be accepted.4.6.Anticipated divisions depending upon number of entrants will be:1.High PHRF Cruising2.Low PHRF Cruising3.High PHRF White Sails4.Low PHRF White Sails 5.High PHRF Flying Sails6.Low PHRF Flying Sails7.One Design dependanton participants.4.7.[NP] [DP] Regatta Check-in: boats are required to check in with the Committee Boat on VHFradio channel 74 upon arrival at the Collingwood Harbouron August 2, 2023 after 1800, but no later than 0800 on August 3, 2023.5.FEES5.1.The required entry fee is$350. If boats register on or before 2359 EDTJune 25, 2023, the entry fee will be $325. 5.2.All registrants are required to pay an additional $5 annual membership in the Georgian Bay Sailing Association.5.3.Registrantsshall pay the required fee by credit card at http://georgianbayregatta.ca6.ADVERTISING6.1Boats may be required to display advertising chosen and supplied by the organizing authority. 7.SCHEDULE7.1.Registration: online registration will be available at http://georgianbayregatta.cafrom May 1, 2023to 2359 EDT July 12, 2023.7.2.There will be a competitor meeting on VHF radio channel 74 each morning. Changes to the Sailing Instructions willbe announced at this time.

Course details will be provided in the Sailing Instructions.8.EQUIPMENT & INSPECTION8.1.Boats may be inspected at any time by the Safety Officer.8.2.Boats shall comply with RRS 78.1. (Compliance with PHRF-LO Class Rules; Certificates)8.3.[DP] All boatsat all timesshall have access toup-to-datecharts of the areas to be sailed. Charts suggestedinclude2201 (Georgian Bay), 2241 (Port Severn to Christian Island), 2218 (Penetang Harbour), 2221 (Midland Harbour), 2223 (Port McNicoll & Victoria Harbour).8.4.[DP] Boats shall register and use only one sail number, except that, with prior agreement from the RMC, a boat may use one sail with a different sail number. It is the responsibility of the competitor to notify the Race Committee.8.5.Electrically powered winches and auto-steering are allowed. This changes rule 52.8.6.[DP] Boats shall have suitable auxiliary propulsion power and adequate fuel on board for running at least twelve (12) hours under power.9.VENUE9.1.The venue will be in the general area of the eastside of Georgian Bay from Collingwoodto Midland. 10.COURSES10.1.Land features, government navigation buoys, and an orange tetrahedron will be used as marks.11.SCORING11.1.The scoring system is Appendix A.11.2.PHRF divisions will be scored using PHRF-LO, time-on-time corrections
  5. 511.3.The feeder race will be scored separately and will not be used intheseries.11.4.Boats properly towing a qualified dinghy may apply to have their ASP rating increased by 8% rounded up to the nearest ASP. Boats that receive the credit mustdeclare their intent to tow a dinghy at registration and towtheir dinghy for the entire regatta.11.5.Skippers in the cruising division must declare if they will be using a spinnaker during any race prior to the commencement of the Regatta. 12.TOWED SUPPORT VESSELS12.1.A towed support dinghy, to qualify for the rating adjustment, must be capable of safely transporting a minimum of3 adultsand contain a manufacturer rating plate.Dinghy qualification is at the discretion of the RMC.12.2.A towed support dinghy must float free and cannot be partially hauled aboard. 12.3.The length of a towed dinghy tow line must be such that the distance separating the towing boat and the dinghy does not exceed five feet at any time during the start sequence, at the finish, when boats are crossing tacks, or at any time when any other boats are within five towing boat lengths.13.BERTHING13.1.Berths will be provided in Collingwood for the night of Wednesday August 2, 2023 and in Midland on the night of August 6, 2023 and are included in the registration fee.More details may be provided in theSailing Instructions.14.RISK STATEMENT14.1.RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds andrough seas, sudden changes in weather, failure of equipment, boat handlingerror, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.15.INSURANCE15.1.Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $2,000,000 per incident or the equivalent.16.PRIZES16.1.Flags will be awarded to boats placing 1st, 2nd and 3rd in each race.
